COST hasn't asked me to do anything I wouldn't want to do. I don't have the whole truth but trying to fight back right now is only going to get other people killed.

What I do know is what happens when you try to save a world that doesn't want to be saved. It's not one person or one regime's decision to make. That's where COST comes from.
