A search and some listening and some more searching and listening gives me "Lawless Lands" by The Sword, which was not actually recorded in 1982 even though it sounds like it belongs in someone's basement with shag carpeting and an 8-track tape player and some blacklight posters.

I mean, the lyrics even end with a ~~hot babe~~ "shining angel" showing up....

oh my god I love The Sword??? And you described their style perfectly I feel like the guitarist brought his Flying V and tuned it to a Pog just for this song
